UI - Small Resource Icons

Replaces the resource icons with a smaller version

Compatibility: Hot Seat

Replaces the standard 64x64 resource icons in the 3D map view with 45x45 versions.

Modifies the core game files ResourceIconManager.lua/xml, so will be incompatible with any 3rd party mod that also modifies these files.
